Dr. Alexandra de Hoop Scheffer

Dr. Alexandra de Hoop Scheffer joined Meridiam Supervisory Board in 2023. She is Senior Vice President for Geostrategy and member of the executive team of the German Marshall Fund of the United States (GMF). She served as director of GMF’s Paris office from 2012 to 2022. She is a renowned expert in European affairs, transatlantic and international relations. She advises governments and companies on the political, economic and geopolitical risks and trends impacting their strategies, and helps them develop both early-warning and forward-looking decision-making.
Prior to joining GMF, she held several advisory positions in the French government, academia, and international organizations. She served as special advisor to the Policy Planning Staff of the French Ministry of Foreign Affairs (2009-2011); NATO’s Supreme Allied Commander Europe (2010-2013) as member of the Next Generation Advisory Panel; the French Ministry of Defense (2006-2009); the United Nations Peacekeeping Operations department (2006). She has held positions as associate professor at Sciences Po Paris and research fellow at the Institut français des relations internationales (IFRI).
Alexandra de Hoop Scheffer serves on the French Treasury Strategic Committee, the Advisory Board of the French Chief of Defense Staff, the Advisory board of the Fondation pour la Recherche Stratégique (FRS) and the Editorial Board of the Washington Quartely journal. She is a regular public speaker in international forums, in the media, and publishes articles and opinion pieces in journals and the international press. She is the author of the book Hamlet en Irak (CNRS éditions, 2007).
She is a dual French-Dutch citizen and holds a PhD in Political Science and International Affairs from Sciences Po Paris.
