Presidio Parkway Road, California, USA



The Presidio Parkway Project consists of the replacement of approximately 1.6 miles of the existing South access road to the Golden Gate Bridge (San Francisco, California). The Project was developed in two phases. Phase I was procured through a traditional Design-Bid-Build approach and reached Substantial
Completion in 2012. Phase II was developed through a P3 contract which includes the design, build, finance, operations, and maintenance. Substantial Completion was achieved in September 2015, and Final Acceptance was achieved on March 12, 2019.

The Project replaced the old Doyle Drive southern approach road, also known as Route 101, for a length of 1.5 miles. Opened in 1936, much of Doyle Drive was built on structures which, by the time the Phase One contract was initiated, had reached the end of their serviceable life, and presented risk of collapse under seismic loading from earthquakes.

The California Department of Transportation, a public agency of the State of California (“Caltrans”), in coordination with the San Francisco County Transportation Authority, are the contracting entities to the P3 Agreement. The maturity of this contract is 30 years from Scheduled Substantial Completion.

At project inception, the Project Company entered into a Memorandum of Understanding with the City of San Francisco’s Office of Economic and Workforce Development on the goal of finding local residents for 50% of new hires, which was achieved.
The O&M building has received LEED (Leadership in Energy and Environmental Design) Gold Certification.
In July 2018, the Project was awarded a Bronze Certification from the Greenroads Foundation. This is the first P3 Program in the USA to successfully certify for a certification from the Greenroads Foundation[1]. This certification marks a significant achievement for implementing sustainable roadway measures.
The Project Company completed design review for the two Presidio Park, Tunnel Tops and Battery Bluff Parks.
Construction was completed in July 2022 by the Presidio Trust with Project Company oversight and opened to the public on July 17th, 2022.
The Project Company selects one or more initiatives for community outreach or charity causes every year.
The Project Company’s community outreach efforts were recognized in the December 22 – Golden Gate National Parks Conservancy newsletter.
In Q3 2023, the Project Company continued to support the Golden Gate National Parks Conservancy’s Tunnel Tops with  a gift to its Adventure Guides Internship Program centered on youth leadership for 16-24 year-old youths.
