Our impact

A4 Highway, Germany


Germany’s A4 Autobahn runs east-west through the heart of the country, connecting Frankfurt and other parts of western Germany, with Dresden and ultimately Poland to the east and the Czech Republic to the south. This is a vital principal artery of Germany’s road network, particularly for freight traffic. In 2007 a public private partnership project was launched to upgrade a critical 25km section of the A4 in the state of Thuringen, by building a new dual-three lane section of road to the east of the town of Eisenach, bypassing the congested Horselberge district.

A 50:50 consortium consisting of Hochtief PPP Solutions and Vinci Concessions Deutschland reached financial close in 2007. The upgrade of the road was completed in 2010. In 2014, Meridiam reached an agreement to purchase all Hochtief PPP Solutions shares in the Project. The sale became effective in March 2015.


In Operation

The Project Company continues to put significant effort into improving the safety of its employees on the ground. Employees went through a security training and together defined 10 key safety measures (the “No-Go rules”) that they collectively committed to implement. The programme called “Operators teach Operators” continues to be run and, each month, an operator is teaching colleagues on a specific health and safety action to implement at work. Staff are also using a dedicated app on their mobile phones to report all near misses and incidents so that they can be analysed, debriefed, and ultimately reduced. This app is used and updated with inputs from across all three of Meridiam’s German motorways so that projects can benefit from each other’s return of experience.
In 2022, road guards benefited from a safe driving training that continues into 2023, with the aim of both increasing safety and decreasing fuel consumption.
The Project Company has several smaller environmental initiatives such as the construction of bee “hotels” at various locations along the Project.
