The constantly congested motorways around Vienna, poor connections to the urban and rural areas North of Vienna as well as the currently inefficient North-South road link to the Czech Republic have led to the decision by the Austrian Ministry of Transport to undertake the extension of the motorway network in the north of Vienna (“Ostregion”) through four distinct projects to be developed under PPP schemes (“PPP Ostregion programme”).

ASFINAG, fully owned by the Federal Republic of Austria, is acting as the tendering authority for those projects.

ASFINAG offered the first package to bidders in 2005 under the name of “Ypsilon”, consisting of four sections of new motorway, with a total length of 51.5 km, in the north-east of Vienna. This Project is the first privately financed road under a PPP scheme and is therefore highly visible in the Austrian market. ASFINAG has prior experience in PPP procurement through the privatisation of the electronic tolling of heavy vehicles in Austria. 

 

 

 

 

 

 

 

 

 

 

 

 

The motorway fully opened to traffic in January 2010. 

 

Revenue profile

Remuneration consists of a combination of shadow tolls and availability payments made by ASFINAG.
