Thierry was educated at the Ecole Normale Supérieure. He holds a doctorate in fluid mechanics from the University of Paris (Pierre et Marie Curie University Paris 6), and is also a graduate of the Ecole des Ponts et Chaussées (the leading French civil engineering school). 

He began his career as a private-sector consultant on high-speed train projects in Italy before moving into the French civil service where, for over twelve years, he worked on transport infrastructure projects. In the course of his career as a civil servant, Thierry managed several offices, including the Department of Infrastructure of the Technical Engineering Centre in Aix en Provence, and the Mobility and Infrastructure Unit of the Marseille Departmental Infrastructure Office. He was also responsible for the development and implementation of major public infrastructure plans, the coordination of highways with local transport in and around Marseille, Nice and Montpellier.
Thierry was then development director of the South of France Highways, the biggest French concession company. Most importantly, as Deputy director of the Ministry for Transport and Infrastructure’s General Highways Department he was responsible for the decentralisation and the reorganisation of national road services, before to join Meridiam.

While at Meridiam, Thierry Dallard leads the day to day French PPP project business development/ origination initiative given the deeply routed relationships he has developed in the French public sector over the past 15 years. Additionally, Thierry has been influential in the execution process of several transactions such as Saint-Quentin Velodrome, French high speed link program, and the ministry of defense project, in the south of Paris.
