Christelle ABOU CHEDID

Christelle joined Meridiam investment team in 2016 to support, inter alia, the launching of Meridiam Transition fund and the development of infrastructure and energy projects across Europe.

Since her joining, she has worked on the development and bid preparation of several European projects with a particular focus on the energy sector (district heating networks, biomass cogeneration plants, geothermal projects, methanization / biogas energy recovery units, electricity demand side-management).

She was notably involved in the acquisition of Dessau and Pessin biogas assets in Germany and is currently participating to the development of several infrastructure and energy projects across Europe.

Christelle holds a double degree in civil engineering from Ecole Nationale des Ponts et Chaussées and Ecole Supérieure d’Ingénieurs de Beyrouth as well as a master in Project Finance (Ecole des Ponts ParisTech – Université Paris Ouest La Défense).

Senior Investment Director

Richard joined Meridiam in 2013, with a focus on Asset Management of the UK projects within Meridiam’s portfolio.

He has built a career in Developing, Building and Managing Infrastructure Assets. He has extensive experience of working with Public Sector Clients in partnership arrangements as well as a detailed understanding of the requirements of Infrastructure Fund Investors. With a strong focus on financial and operational performance, Richard also has a track record of turnaround of poorly performing Assets. A Partner with consultants EC Harris, he was responsible for its public sector business in Merseyside and North Wales, which provides construction and facilities management consultancy to the local authority, social housing and education sectors. He was also responsible for the establishment and subsequent growth and development of an award winning NHS LIFT Company, Renova Developments. Renova won LiftCo of the year in 2007 and 2008 and also Lift Area of the Year in 2009, along with the PCTs and local authorities of Halton and St Helens, Knowsley and Warrington.

Investment Director

Umut joined Meridiam as an Analyst in 2011 with the responsibility of assisting the Investment Directors in deal origination and development through the investment process.

Umut holds a Master’s Degree in Construction Engineering and Management from Stanford University, US and a Bachelor of Science in Civil Engineering from Bogazici University, Turkey.


Hazar joined Meridiam as an Analyst in 2016 with the responsibility of supporting the team in deal origination and development through the transaction processes.

He holds a BSc in Civil Engineering from Yildiz Technical University and a MSc in International Management from Koc University.

Currently, he pursues a MSc in Civil Engineering with focus on structures from Bogazici University, Turkey.


Rami joined Meridiam in 2017 as an Analyst in the Paris office.

Prior to this, he was on an intership at Meridiam and finished his Civil Enginneer degree at ENPC (Ecole Nationale des Ponts et Chaussées).


Franck joined Meridiam in 2017 as Financial Analyst in the Investment team.

Prior to joining Meridiam, he worked in the Transportation sector, mainly at the RATP Group in a PPP team and at the French Development Agency on sustainable mobility policies in developing countries. He also worked in the structuring team of Natixis CIB.

He is graduated in Civil Engineering (ESTP) and Public Transportation (Ecole des Ponts ParisTech).


Matthew joined Meridiam in 2014.

Prior to joining Meridiam, he worked with Glanstone Capital - a private investment company – in a business development role to identify investments in the infrastructure service sector. Before that, Matthew worked for Rummel, Klepper & Kahl as a project engineer and construction manager for various transportation projects. He was responsible for negotiating contracts with public clients as well as contractors.

He holds a Bachelor degree in Civil Engineering and recently graduated from Johns Hopkins University with a Master of Business Administration. He is also a licensed professional engineer.


Erin joined Meridiam’s investment team in 2013 as an analyst and is based in Meridiam’s Toronto office.

Prior to joining Meridiam, Erin worked in project finance at Manulife Financial, where she contributed to the origination process of debt financings for power projects. Erin holds a Master in Financial Economics from the University of Toronto, a Bachelor of Arts (Economics) and a Bachelor of Sciences Honours (Life Sciences) from Queen’s University

Emmanuel BIRBA
Senior Associate

Emmanuel joined Meridiam’s investment team in 2011 as an analyst with a focus on deal origination in Europe; he has worked on several European deals and acquisitions both in the transportation and the social infrastructure sectors.

Prior to joining Meridiam, Emmanuel worked for LCL (Credit Agricole Group) providing financial and banking advisory services for a number of significant companies.

Emmanuel graduated from the University of Montpellier with a Bachelor of Science in Physics and a Specialized Master of Financial Engineering from EMLYON Business School.

ESG Compliance officer

Ginette joined Meridiam in 2016 and her expertise covers, namely, ESIAs, environmental permits and authorizations, environmental and social management plans, resettlement action plans and E&S capacity building. As Meridiam ESG Compliance Officer, she ensures that the Funds operations observe and comply with the organization’s environmental, social and governance policies and procedures.

Prior to joining Meridiam, she has been active in the field of environmental and social studies for more than 25 years. Her involvement covered all aspects of the planning, construction and monitoring of large scale infrastructure projects in transport, energy, urban development and solid waste management. She has participated in all phases of project development, whether as the project director or coordinator, or as a human environment and institutional support expert. She also held various several management positions, leading multidisciplinary departments offering a wide range of E&S services. Ginette has managed E&S projects in Canada as well as in Africa, the Caribbean, and Central and South America.

She has a bachelor degree in Urban Planning and a graduate diploma in Applied Business Management.

Senior Investment Director

Olivier joined Meridiam in 2013 and has led ever since a number of transactions including the ports of Boulogne-sur-Mer and Calais concession which reached financial in July 2015, the Noor III CSP power plant project in Morocco and the concession of the Ivato and Fascene airports in Madagascar, which reached financial close in June 2017. Apart from his development tasks, he also holds board memberships in several Meridiam assets.

Before joining Meridiam, Olivier was Commercial Director at Bouygues Travaux Publics where he worked on numerous transactions including the Canal Seine Nord in France, R1 and D1 motorways in Slovakia and where he led the closing of the L2 Marseille by-pass just before joining Meridiam. Formerly he was Managing Director of the Port of Gennevilliers (main profit center of the Paris Port) and worked at the Ministry of Transport prior to that.

Olivier holds a Master’s in civil engineering from Ecole des Ponts et Chaussées, a Master’s in Mathematics from Ecole Polytechnique and a MPhil in Mathematics from Université Pierre et Marie Curie (Paris VI).

Corporate Secretary, Chief Compliance Officer

Emmanuel is the Corporate Secretary at Meridiam Infrastructure, in charge of managing the corporate perimeter, corporate law and the various corporate bodies within Meridiam and also Chief Compliance Officer for Meridiam globally.

Emmanuel joined Meridiam in 2006 where he first managed middle office aspects including investor relations and reporting functions

Prior to Meridiam, Emmanuel worked as an Internal Legal Counsel for Egis Projects for 6 years, in charge of corporate aspects and PPP contracts negotiation.

Emmanuel holds a degree in Law from Lyon University and a first year PhD (DEA) in Contract Law.

Christophe DE CARMOY
Senior Investment Director

Christophe joined Meridiam in 2010. After supporting the fund raising process and the management of investors as Director of Investor Relations, he moved to the transaction side to focus on brownfield and greenfield projects in Europe.

Prior to joining Meridiam, Christophe spent ten years in management consulting, both in France and the US. As a principal with Roland Berger's Private Equity practice, he completed due diligences projects for private equity funds, and also worked for several construction groups on strategy and operational improvement assignments in France, Netherlands, the UK and the US.

Christophe holds a Master (DESS) of University Paris IX Dauphine, an MBA of University of Michigan (Ross School of Business) and the DESCF (Trained CPA).

Thierry DEAU
Founding Partner, Chief Executive Officer

Thierry Déau founded Meridiam in 2005 with the belief that the alignment of interests between the public and private sector can provide critical solutions to the collective needs of communities.

He is currently Meridiam’s Chairman and Chief Executive Officer, as well as its main shareholder, along with several members of the team.

Prior to Meridiam, he worked for France’s Caisse des Dépôts et Consignations where he held several positions with its engineering and development subsidiary Egis Projects, moving up from project manager, then director for concession projects to his appointment as Chief Executive Officer in 2001.

In addition to being in charge of international operations for the Egis Group executive committee and serving on its risk management committee, Thierry was a member of some of the boards or the chairman of several subsidiaries.

Thierry graduated from Ecole Nationale des Ponts et Chaussées engineering school in Paris and began his career in Malaysia with the construction firm of GTM International.

Thierry is currently Chairman of the Long Term Infrastructure Investors Association (LTIIA), a board member of Fondation des Ponts, a member of the Investment Committee of the European Fund for Strategic Investment (EFSI), Co-chair of the CEO board for transformational projects and capacity building at the World Economic Forum and Chairman of Archery fund for Inclusive Leadership.

Senior Investment Director, Director for Central Europe (EU)

David joined Meridiam in 2005 and participated in the closings of Limerick Tunnel (Ireland) and LIFT portfolio (UK) and led the A5 motorway (Germany) closing in March 2009. He has also participated in the preparation of bids and undertaken due diligence for projects in France, Portugal, Belgium, Romania, Spain and Poland.

Prior to joining Meridiam, David had 10 years of experience in the transportation and infrastructure sector.

David is a Civil Engineer from the Polytechnic University of Catalonia where he also gained a Master of Science in Transportation. He also graduated from Harvard School of Government with a Master in Public Administration.


Ozde joined Meridiam's Istanbul Office in 2013.

Prior to joining Meridiam, she worked at ENKA Construction & Industry Co. Inc. as a member of design drawing management team, and she was also responsible of architectural & structural coordination of a variety of infrastructures and residential projects, mostly located in Middle East, Russia and Europe.

Ozde holds a Bachelor Science Degree in Civil Engineering from Middle East Technical University (METU) and a second year MSc in Civil Engerneering concentrating on Construction Management in Bogazici University, Turkey.

Senior Investment Director

Scott joined Meridiam as North American Asset Management Director based in New York in 2011.

He held senior positions at RREEF Infrastructure, Earth Tech and Bechtel. He has overseen asset management, development and project finance activities on a number of infrastructure/PPP investments across the globe within the sectors of water, transportation and energy.

Scott graduated cum laude from Middlebury College with a major in Economics and Russian language and holds an MBA from the University of Virginia.

Jonathan DINGLE
Senior Investment Director (AM)

Jonathan joined Meridiam in 2012 an Associate Director in New York office where he focuses on project development and execution in North America.

Prior to joining Meridiam, Jonathan was a senior analyst within AECOM’s global P3 Advisory practice. Working across North America, Europe and Australia he provided traffic and revenue, operational and technical advice to sponsors, lenders and public authorities.

Jonathan holds a Master of International Economics and Finance and a Bachelor of Engineering both from the University of Queensland.

Business Development Director, North America

John M. Dionisio is the North America Business Development Director.  In that role John coordinates and oversees the project origination function for the North American market.

Since joining Meridiam in 2005 as one of the initial members, John has been actively engaged across a variety of infrastructure investment disciplines including business development, project development, project finance, fundraising, and corporate finance.  As an investment professional and project developer, John has played active roles in major Public Private Partnerships including the Port of Miami Tunnel Project, the IH 635/ LBJ Project in Texas, the Long Beach Courthouse Project, the Purple Line Project in Maryland, and the Central 70 Project in Denver.  John has played an active role in Meridiam’s capital raising efforts for its 25-year greenfield-focused infrastructure funds.  In addition, John previously served as the Corporate Finance Manager for Meridiam Infrastructure North America.

John holds a Bachelor of Science degree from Georgetown University and a master's degree from Columbia University's School of Public and International Affairs. 

Partner, Global Funding, Institutional & Banking Director

Since joining Meridiam in 2007, Massimo has been involved in projects in both Europe and North America. He is responsible for co-ordinating and supervising Meridiam's funding strategies globally and establishing innovative solutions for Meridiam’s assets in all regions while managing the relationship with the markets and debt providers.

Prior to joining Meridiam, Massimo was Head of Infrastructure, PPP and Environment at Crédit Agricole’s investment banking arm, Calyon. In this role he was directly involved in the financing, advising and arranging of large project finance transactions, including the privatisation of Budapest Airport in Hungary, the financing of the A19 and of the A41 motorways in France, the development of the A2 Phase I in Poland and the North Brussels Waste-Water Treatment Plant in Belgium. He has been directly managing a large share of the initial acquisition financing for Autostrade SpA, and the consequent refinancing in 2002-2004. Massimo has over 35 years’ experience in the investment banking and finance sectors having started his career in 1978 with BNL and joined Crédit Lyonnais in 1983.

Massimo holds a degree in law from the Università La Sapienza in Rome and has completed post-graduate training in finance at the London Business School.

Senior Investment Director, Director for Turkey & Eurasia

Omri joined Meridiam in 2010 as an Analyst with responsibility for deal origination and supporting the Investment Directors through the transaction processes.

Prior to joining Meridiam, Omri was an analyst at Lazard, where he advised on the debt and capital restructuring for a number of significant companies.

Omri graduated from the University of Texas with a Bachelor of Business Administration and a Bachelor of Science.

Partner, Global Risk Officer

Olivier is Meridiam’s Global Risk Officer, in charge of the company’s worldwide risk management, covering in particular the investment process and asset management across all Meridiam funds.

Oliver has been working in infrastructure finance since 1996. After five years in the banking sector (Credit Lyonnais and Dexia), Olivier joined Financial Security Assurance in 2001, first in their London office as a senior underwriter and, from 2006, in their NY headquarters as Managing Director in charge of FSA’s infrastructure finance operations in the Americas until he joined Meridiam in March 2010 as COO for North America. He then became Global Risk Officer in late 2013.

North America Chairman

Jane Garvey is North America Chairman of Meridiam Infrastructure. Previously, Ms. Garvey led the U.S. Public/Private Partnerships advisory group at JPMorgan, where she advised states on financing strategies to facilitate much-needed project delivery for state governments.
During her career in public service, Ms. Garvey served as the 14th Administrator of the Federal Aviation Administration (FAA) from August 1997 to August 2002. She was the first FAA administrator to serve a full five-year term and also the first female to lead the agency. As Administrator of the FAA, Ms. Garvey guided the agency through many safety and modernization milestones. She led the FAA through the extraordinarily formidable events of September 11, 2001 with compassion and assurance of mission. She also pioneered the FAA through Y2K preparation and implementation and is known for her deliberate collaboration and ability to bring all stakeholders together.

Ms. Garvey is recognized for her breadth of experience at all levels of government. Ms. Garvey served as Acting Administrator and Deputy Administrator of the Federal Highway Administration (FHWA). Among her accomplishments at FHWA, she conceived and developed the Innovative Financing Initiative—properly named GARVEE bonds, enabling states to use federal highway funds more effectively. Most of the funds-management methods tested by more than 30 states under this initiative were later enacted into law. Before leading the FHWA, Ms. Garvey was director of Boston’s Logan International Airport. From 1988 to 1991, she was Commissioner of the Massachusetts Department of Public Works.

Throughout her career, Ms. Garvey has received numerous awards of distinction and recognition for her leadership and public service. In 2003 she joined several pioneers in aviation who were honored as the 100 Heroes in Aviation History as part of the First Flight Centennial Celebration in Kitty Hawk. Among her achievements, Ms. Garvey has received the Eno Lifetime of Service Award for her many contributions to transportation and infrastructure policy. She has been awarded the National Air Transportation Association’s Distinguished Service Award, the National Council of Public-Private Partnerships Leadership Award, and the National Award of Excellence for Public Leaders. Ms. Garvey has also received the Woman of the Year Award from Women in Transportation and Women in Politics and the L. Welch Pogue Lifetime Achievement Award from the International Aviation Club Board of Governors in Washington.

Ms. Garvey serves on several boards including the Bipartisan Policy Center (BPC) and United Airlines Supervisory Board. Ms. Garvey serves as the Chairman of the U.S. Department of Commerce's Investment Advisory Council (IAC).

Partner, Senior Investment Director

Jens joined Meridiam in 2005 and has played since a lead role on the Vienna ring road, the UK Lift scheme, the A2 in Poland and the A5 in Germany. Jens has recently closed Segment II of the A2 in Poland.

He was originally trained as an analyst at Deutsche Bank before joining its project finance department of Dresdner Bank. He then worked for several years in the infrastructure development departments of Phillipp Holzmann and Walter Bau before taking on the role of managing director at Egis Dorsch development. Subsequently Jens worked at Egis Projects Asia Pacific in Australia where he was involved in monitoring and developing road operation and project development in Australia.

During his 15 years of professional experience, Jens has held leading roles in various infrastructure projects such as the Berlin Airport privatisation and extension (ultimately withdrawn by the client), the Zagreb-Macelj toll motorway.

Jens holds a Diplom Wirtschaftsingenieur from the Technische Hochschule in Karlsruhe and an M.Sc in Operational Research from the London School of Economics.

Internal Legal Counsel

Günay joined Meridiam İstanbul Office in 2016.

Prior to joining Meridiam, she worked as the Chief Legal Counsel of MR Management Consultancy Company where she provided legal advice to SPV’s in all aspects. She has over fifteen year expertise in Banking and Finance Law, Corporate Law, Project Finance Law and PPP Law. She has represented Ministries and sponsors in the development and financing of many major projects in the health and energy sectors in Turkey. She worked as the internationally trained lawyer for various major banks in Canada. She provided end to end consulting on 17 PPP Projects in all aspects including project assessment, financing, and negotiation and drafting of project documents, for the last six years in Turkey.

Günay holds a Master Degree in Private Law.

North America Chief Compliance Officer & Tax Director

Based in New York, Benjamin joined Meridiam in 2012 as a Tax Manager & Deputy CCO.

His responsibilities include the oversight of Tax Compliance in North America as well as Registered Investment Adviser Compliance with the SEC under the Investment Advisers Act of 1940, as amended. Benjamin graduated from Montclair State University with a BA in Accounting and Finance in December of 2001.

Prior to joining Meridiam, he joined Rothstein Kass, a leading Financial Services Public Accounting firm. Starting out as a Tax Generalist, he quickly shifted his focus to tax issues in the Financial Sector. The portfolio of clients he managed included Private Equity Funds, Fund of Funds, Hedge Funds and their Investment Managers. In 2007, he left the public accounting world to join Balyasny Asset Management, LP, a multibillion-dollar hedge fund, as Corporate Controller and Tax Director. In these roles, his responsibilities included the oversight and control of monthly closings, budgeting, treasury, tax structuring and tax compliance amongst other duties.

Timothée HEDDE
Investment Director

Timothée joined Meridiam asset management team in 2012. He has primarily worked as CFO on one major French rail project and on several other deals in the transportation and the social infrastructure sectors.

Prior to joining Meridiam, Timothée experienced a 8-year experience at Bouygues Project Finance Department where he worked on the origination and structuring of several European, Asian and Middle East deals in the transportation and the social infrastructure.

Timothée graduated from HEC Paris (Masters in Finance).

Senior Associate

Alice is passionate about energy markets and energy transition. Before joining Meridiam, she was project director on electric mobility, smart grid and smart city projects at VINCI Energies, and solar project manager at Neoen.

Alice graduated from Ecole Polytechnique and holds a Master from Cambridge University business school.

Elisabeth HIVON
Partner, Senior Investment Director

Elisabeth joined Meridiam as a Senior Investment Director and is based in Meridiam’s Toronto office. She has extensive PPP experience having held senior positions at SNC-Lavalin, Dessau-Soprin and the Agence des Partenariats Public-Privé du Quebec. During her time at these organizations, Elisabeth was directly involved in numerous PPP projects including the OSM Concert Hall in Montreal, the Southeast Stoney Trail project, in Calgary and the South Fraser Perimeter Road project, in British Columbia.

In addition to her roles overseeing PPP investments and project management, Elisabeth spent the early part of her career as a technical specialist at EBA Engineering Consultants followed by a few years as a senior manager of a manufacturing company.

Elisabeth holds a Ph.D. in civil engineering from the University of Alberta, a MBA from the University of Montreal and the Chartered Financial Analyst designation.

Senior Investment Director

Jad joined Meridiam in 2011 and is currently an investment director in our Toronto office where he covers both Canadian and American opportunities.

Prior to joining Meridiam, Jad held a number of different roles in the Canadian P3 industry including project manager for Infrastructure Ontario, the crown agency responsible of P3 procurement in the Province where he managed the procurement process for some of the first P3 deals in Ontario, VP Project Finance at PricewaterhouseCoopers advising public and private clients on their P3 transactions, and senior bid manager with Balfour Beatty Capital bidding on P3 projects.

Prior to moving to Canada, Jad was a project manager for a construction company in the UAE where he managed the construction of residential and commercial towers.

Jad has a bachelor of civil engineering from the American University of Beirut and an MBA in finance from McGill University.


Sarp joined Meridiam in 2016 with a focus on business and project development in Eurasia. Prior to joining Meridiam, he took roles at Bechtel & Enka JV and OHL.

Sarp is a former Fulbright grantee. He holds a Master's degree in Structural Engineering from UC Berkeley and Bachelor of Science in Civil Engineering from Istanbul Technical University.

Compliance & Security Officer

Arnaud joined Meridiam in 2013 as Manager of security, compliance and strategic intelligence.

Arnaud began his career in the French State Administration and Intelligence Services (General Secretary of National Defense, Directorate of Military Intelligence). He then became a journalist as a chief editor of a confidential letter specialized in arms trade and geo strategy. In 2010, he joined a consulting firm, leading business intelligence in Europe.

He is a former Officer in the Army (Reserve), Reservist for the Directorate General of Armaments (DGA), Arnaud was awarded the Bronze Medal of National Defense.

Chief of staff to the CEO

Erwan joined Meridiam in 2015 as Chief of staff.

He has public sector and EU local government experience, having worked as advisor to the president of the Seine-Saint-Denis council on matters related to social policy and urban planning, as well as to the vice president of the Ile-de-France Region in charge of public markets.

During his time at the Ile-de-France Region, he has also served as chief of staff to the president of the Assembly of European Regions, a network of local governments from the Council of Europe area.

Erwan holds a Master’s degree in Development economics from Sciences-Po Paris, and a Licence in Philosophy from the Sorbonne. He has taught development theory at the Jamia Millia Islamia college in New-Delhi in 2007.


Jarek joined Meridiam in September 2017 as an analyst supporting the Investment teams on a variety of transactions. Prior to joining Meridiam, he worked at Build America Mutual, providing credit coverage and market analysis across the municipal bond market. Jarek holds a B.S. in Finance from the University of Southern California as well as a minor in International Relations.


Tereza joined Meridiam in 2016 as an Analyst with focus on both Project Development and Business Development in Central and Eastern Europe. Prior to joining Meridiam’s BD team, Tereza experienced an internship where she worked on several European deals in the transportation and environmental sectors.

Tereza holds a Master in Economics, Management and Finance from École des Ponts ParisTech and a Master in Civil Engineering from Czech Technical University in Prague. She is based in Meridiam’s office in Vienna, Austria.

Wesley KOO
Senior Investment Director, Investors Relation

Wesley joined Meridiam in January 2018 as part of Investor Relation team.

Wesley started his career in startup venture capital investment in Softbank, worked in Goldman Sachs IBD and in Korea National Pension Service on PE, Infra and RE projects

Wesley studied his MBA in University of Chicago in US and holds BS of Electrical Engineering in POSTECH in South Korea.

Chief Operating Officer, Asset Management

Sandra joined Meridiam in December 2017, as COO Asset Management.

From January 2016 to January 2017, Sandra was Executive Vice President of ENGIE, in charge of gas infrastructure, China and real estate. Previously she held the position of CEO of GRDF (Gaz Réseau Distribution France) from 2013 to 2016. Sandra joined Gaz de France in 2005 and took over successively the functions of Deputy Strategy Director, Public Affairs Delegate, General Counsel and, Corporate and Group General Counsel.

She started her career in 1995 at the Council of State and joined in 2000, the Minister for the Economy, Finance and Industry as Legal Advisor, and than took over the role of Deputy Director of Public and International Law of the Ministry of the Economy, Finance where she was in charge of the PPP reform.

Sandra graduated from the Paris Institute of Political Studies and National School of Administration (ENA). She holds a Master of Common Market Law and of Public law.

She is member of the French Competition Authority.

Marjorie LEMOS

Marjorie joined Meridiam in 2010, in the Asset Management department.

She has worked on several tasks related to the investments in portfolio, ranging from cash management to documentation renegotiation and quarterly reporting. She previously worked as Credit Analyst in Alcatel-Lucent France for a one-year apprenticeship.

Marjorie holds a master in Project Finance (Ecole des Ponts ParisTech – Université Paris Ouest La Défense).

Senior Investment Director

Romain joined Meridiam in 2010 and has worked on the bid preparation of several major projects in France (A63 motorway, LGVs, public buildings) and abroad (UK, Spain, Finland, US). In 2011, he was notably involved in the Nottingham Tramway PFI (NET Phase II) in the UK and recently participated in the successful bid and EUR 425M financial close of the E18 Motorway PPP in Finland.

Prior to joining Meridiam, he had a first experience in Project Finance and Structured Finance at Veolia Eau in 2008 where he took part in various large wastewater treatment and desalination projects.

Romain graduated from the Ecole Nationale des Ponts et Chaussées and holds a Master in Project Finance (Ecole des Ponts ParisTech – Université Paris Ouest La Défense).

Josefine LUNDIN

Josefine is an economist with great experience in quantitative data analysis and preparation work. Prior to joining Meridiam, Josefine worked at the OECD on inequalities in emerging economies and the analysis of the middle class. Josefine’s early career included research assistant jobs and researcher at the Swedish International Development Cooperation Agency. Josefin holds a Master in Economics with a major in statistics and bachelor in political science from Lund university.

Human Resources Director

Betty joined Meridiam in September 2005 as Human Resources Manager.

She previously worked for Egis Projects as Human Resources Manager.

Analyst, Business Development

Ryan joined Meridiam in 2012 in the New York office as a Business Development Analyst.

Before joining Meridiam, Ryan worked at Cross Lead Inc, formerly part of Mc Chrystal Group as client service Analyst and as Business development lead.

Jean François MARCO
Development Director France, Senior Vice President Africa

Jean François joined Meridiam in 2010 and has over thirteen years’ expertise in the infrastructure sector in Europe, North America and Africa.

Since joining Meridiam, Jean François has been involved in the South Europe Atlantic high-speed rail (Tours-Bordeaux high-speed rail), University of Hertfordshire and Nottingham Tramway PFI (NET Phase II) in the UK. He is currently in charge of the opening and development of a new office in Istanbul (Turkey), where Meridiam will invest in several hospitals PPP projects.

Prior to joining Meridiam, he was Vice President for Antin Infrastructure Partners, where he worked on a number of transactions in the energy, telecom and transport sectors.

He previously worked with Vinci Concessions and Autoroutes du Sud de la France as Structured Finance Manager and also spent four years with Bouygues Construction as Project Finance Manager.

He has taken leading roles in various infrastructure projects such as Leslys, light rail airport express link (France), A41 Motorway Concession (France), M5 Motorway PPP (Hungary), Oosterweel road link project (Belgium), Le Mans Stadium (France), Prado-Sud Tunnel (France) and Tanger-Méditerranée deepwater harbor (Morocco).

Jean-Francois began his career in 1998 with Banque Worms Capital Corporation in the syndication loan department in New York, where he was involved in numerous transactions in various sectors, including infrastructure transactions. Jean-Francois graduated from Dauphine University in Paris (Master in Banking and Finance).

Jean Michel MARTINEZ
Senior Investment Director

Jean-Michel joined Meridiam in 2012, as North American Asset Management Senior Investment Director based in New York, with a specific focus on management of Operation and Maintenance activities.

Jean-Michel Martinez started his career in 1981 with Schlumberger, and had different assignments especially in the Middle East (U.A.E., Egypt), and then carried out various responsibilities within the HAYS LOGISTICS Group from 1987 (190 locations in Europe and USA).

In 2004, Jean-Michel joined Abertis in France to set up and lead Eurotoll (an Electronic Tool Service provider) and largely contributed to a successful positioning of the group in this new European Market (28% of market share in France, 515 Meuros of turnover).

In 2010, Jean Michel worked on different projects for Vinci Autoroutes, one being the introduction of new tolling commercial policy for existing subscribers.

Jean-Michel Martinez is an engineer graduate of the Ecole Superieure d’Electronique de l’Ouest d’Angers (ESEO), and holds a Master in business and administration from I.A.E. Nantes (France) and a Master in Finance from the Institut de Haute Finance (IHFI) in Paris.

Maryame MEJDI

Maryame joined the Meridiam team in 2013. Since then, she has participated in the development of infrastructure and energy projects in Europe and in Africa.

Prior to joining Meridiam, Maryame experienced internship where she assisted on the day-to-day running activities of a social housing construction site.

Maryame graduated from Ecole des Ponts ParisTech and Ecole Hassania des Travaux Publics, both engineering schools in France and Morocco respectively, as part of a double degree program. She also holds a Master in Project Finance from Ecole des Ponts ParisTech.

Francisco MIRA
Investment Director

Francisco joined Meridiam in 2017 as Investment Director to the NY Office.

Prior to joining Meridiam, he worked for EY’s US Infrastructure practice where he advised transit agencies in the development of public-private partnerships. Most recently, he advised the MBTA in Boston in the ongoing procurement of their new fare collection system. Prior to EY, Francisco worked for Bechtel’s project finance and development group, supporting development activities and undertaking financial due diligence for transportation and power projects in the Americas, Africa and the Middle East. He also previously worked with Steer Davies Gleave providing transportation planning and demand modeling services to government agencies and private clients across the Americas.

Francisco holds a B.S. in Civil Engineering from Universidad de los Andes in Bogota, Colombia and an MBA from the MIT Sloan School of Management.

Emmanuel MUNDELA

Emmanuel Mundela joined Meridiam in early 2015 from Turkey where he completed a bachelor degree in civil engineering at Istanbul Technical University and a master in construction management at Bogazici University (Turkey). He is actively involved in the deployment of the African funds and had helped developing both greenfield and brownfield projects in sub-Saharan Africa.

Senior Investment Director, Director East Africa

Allan joined Meridiam in 2016 as the East Africa Director responsible for development of the investment pipeline, investing in projects and asset management.

Allan has over 10 years in the infrastructure sector. Prior to joining Meridiam, Allan was a Division Principal at TransCentury Limited, an East Africa based infrastructure focused investment company where he led the efforts of the firm to identify, develop, finance, on‐board and support investments in the power and transport sectors in East and Central Africa. At TransCentury, Allan worked on several infrastructure investment transactions and engaged with developers, lenders, regulators and off-takers in the region, developing proprietary opportunities and successfully winning or securing preferred bidder position in public bids for various IPP and PPP projects.

Allan also worked at PricewaterhouseCoopers in Kenya with focus on the water and road sectors. He also worked at an Africa wide real estate finance institution, supporting project developers in a number of countries across the continent.

Allan obtained a Bachelor of Architecture degree from University of Nairobi, Kenya and subsequently a Master Degree in Settlements and Infrastructure Development from Politecnico di Milano, Italy.

COO Europe and Investment Relations Director

Matthieu Muzumdar is Deputy Chief Operating Officer, Europe and Investor relation Director.

Matthieu joined Meridiam in 2011 as Investment Director with a focus on project development in Europe, and has in particular developed projects in France, Belgium and Turkey. In 2013, he took responsibility for the Investor Relations function, in charge of managing relationships with existing and potential investors globally, leading the fundraising of the past four Meridiam funds as well as co-investment activities.

Prior to joining Meridiam, Matthieu worked for the French Ministry of Transport as head of the concession operations unit. In this role he was responsible for the management of all French highway concession contracts covering a network of over 8,000 km, overseeing investment programs, pricing, contractual aspects, and leading a team of lawyers and engineers. Before that, Matthieu was project manager in charge of the development of highway projects under a concession framework.

Matthieu graduated from the Ecole Polytechnique and Ecole Nationale des Ponts et Chaussées in Paris. He has been teaching project finance at the Ecole Nationale des Ponts et Chaussées from 2009 to 2015 and since 2016, is the program director for the « Infrastructure Project Finance » masters program.

Deputy Business Development Director

Amir joined Meridiam in 2017 as as Business Development Deputy Director in the Paris office.

Prior to joining Meridiam, Amir co-founded Discern Data, a technology company using drones to provide aerial data to industrial, infrastructure and government clients. Before launching that venture, Amir gained expertise advising governments and companies in a variety of organizations. His experience includes roles at strategic communications firm Richard Attias & Associates in New York, the Clinton Foundation’s Health Access Initiative in Togo, private equity fund PHI Industrials in Madrid, and merchant bank Genoa Capital Markets in Toronto.

Amir holds a Bachelor of Arts in Business Administration from the University of Western Ontario, an MBA from Harvard Business School, and is a Chartered Financial Analyst (CFA).

Investment Director

Karim Ndiaye joined Meridiam in June 2016 as Director Asset Management based in Dakar (Senegal).

He is in charge of managing the Portfolio of participations within the Meridiam Investment Africa Fund with a focus on West and Central Africa. His responsibilities cover projects construction, ongoing management and operational phases. Karim has managed the construction of the Senergy and Ten Merina 2X 30Mw Solar plants in Senegal as well as serving in the Board of Directors of

Owendo Mineral Port in Gabon.

Prior to joining Meridiam, Karim worked for Man Turbo & Diesel, Aggreko International Power Projects, Ericsson, Cummins West Africa.

He is graduated in Business & Project Management from CNAM Paris and London Business School

Stéphane NOIRIE
Director, Asset Management

Stéphane joined Meridiam in 2009 and is Meridiam Director of Asset Management and performs a wide variety of tasks related to the portfolio and the proactive management of participations of Meridiam Infrastructure Funds and is responsible for the ongoing management, operational and partnership activities of the projects owned by Meridiam worldwide.

Since then, he managed the growth of Meridiam portfolio adapting processes, governance and risk&opportunities management in a pro-active manner.

Before that, in 1998 he started at Suez, a major global utilities company to develop, manage or restructure infrastructure projects in South Korea, Singapore, Mexico, Australia and Europe. In 2006, he joined Vinci Concessions and largely contributed to Vinci successful positioning as a leader on the large infrastructure market with projects in Europe like Coentunnel in Netherlands, R1 in Slovakia or Liefkenshoek Rail Tunnel in Belgium and late 2008, he took the lead of Vinci Concessions for Portugal with the development of rail projects and asset management activities related to Lusoponte Tagus crossings’ road concession.

Stéphane graduated from the Ecole Nationale de l’Eau et de l’Environnement in Strasbourg and he is a certified board member from IFA&SciencesPo.

Investment Director, Investor Relations

Frank joined Meridiam in 2017 as as Investors Relation Director in Paris.

Prior to joining Meridiam, Franck worked for 7 years at Allianz in France and in Germany, as well as for a couple of years with McKinsey based in Casablanca.

Franck has a Master of Science and Executive Engineering from the Ecole des Mines of Paris (Major Corporate and Quantitative Finance) and an MBA from INSEAD.

Back Office Asset Management Director

Thomas joined Meridiam in 2017 as Back Office Asset Management Director, within our Team in Paris Office.

Before joining us, Thomas worked in Middle East at Systra as General Manager of Systra KSA, and Director of Operations for Middle East. Thomas was also, Vice President, Engineering at Canalrail in Montreal.

Thomas holds a Master of Science of University of California, and Engineering diploma from Ecole Spécial des Travaux Publics and MBA from INSEAD.

Mathieu PELLER
Chief Operating Officer Africa

Mathieu joined Meridiam in September 2011 as part of the Asset Management team.

Mathieu started his career within Project Finance teams of industrial sponsors with two subsequent experiences, at Vinci Concessions, working on major European transport deals and in the german renewables group JUWI, working on projects in France.

Mathieu graduated from the Ecole Nationale des Ponts et Chaussées and holds a Master in Project Finance (Ecole des Ponts ParisTech – Université Paris Ouest La Défense).


Toriki joined Meridiam in 2017 as Analyst.

Prior to joining Meridiam, Toriki has done an internship at MINA as Analyst and at Roland Berger as Business analyst.

Peter joined Meridiam in 2017 as an Investment Director in the Toronto office.

Prior to joining Meridiam Peter has worked at Plenary Canada over eight years + leading financing on various P3 transactions in the US and Canada.

He has worked on a number of Infrastructure projects including Cook County Hospital, Waterloo LRT, Denver Airport, and Northwest Anthony Henday.

Peter holds the designation of CFA as well as a Master of Actuarial Science from the University of Waterloo, and a Master of Economics from Budapest University of Economic Sciences.

Partner, Chief Strategy Officer

Julia is co-founder and Chief Strategy Officer of Meridiam Infrastructure as well as sitting on the Executive Committee. She also sits on the investment committees of the Meridiam funds. In addition, Julia was recently named as a Commissioner on the UK’s National Infrastructure Commission. She is also a non-executive director at the Emerging Africa Infrastructure Fund, Infraco Asia Investments based in Singapore and Infraco Africa Investments. She is a member of the Advisory Board of Glennmont Partners, a fund focussed on renewable energy and a Visiting Professor at the Bartlett School, University College London.

Previously she was the President of the Sustainable Infrastructure Foundation, a non-governmental organisation based in Geneva. Her previous roles include Head of European Infrastructure Finance for the Bank of Scotland, Head of Project Finance at Hill Samuel London and Co-Head of Project Advisory at Charterhouse Bank.

Julia holds a Master’s degree in Oriental Studies from Cambridge University.

Senior Investment Director, Director Spain & Portugal

Sergio joined Meridiam in 2013.

He has worked for the last 15 years at BBVA including the last 7 years in the Project & Structured Finance department in Paris where he has been directly involved among other transactions in Europe, in some of the most important infrastructure landmark transactions in France: HSL Nîmes-Montpellier, APRR’s acquisition refinancing, HSL Tours-Bordeaux, HSL BPL, A63 toll road, GSM-R, Prado Sud, A19 and the APRR toll road privatisation.

Sergio graduated in Finance and Business Administration (E-2) from ICADE Business School, Comillas University (Madrid, Spain).

Thilo ROSE
Senior Investment Director

Thilo joined Meridiam in 2011 and has successfully closed the E18 Road PPP Project in Finland, the Isle of Wight road maintenance PFI and the M8 Road NPD Project, both in the UK.

Thilo started his project finance career in 1997 in London with Commerzbank before working as Assistant Commercial Director for the PT Jawa Power IPP project company in Jakarta, Indonesia. Following his Master’s Degree in 2000 he joined ABN AMRO Bank’s Infrastructure Group in London, where he worked on a number of social, defence, and transportation PPPs across Europe.

In 2003 Thilo joined KPMG’s projects group in London where he advised both governments and private bidders on a range of road, electronic tolling and defence projects in a number of European countries. Thilo advised ASFINAG in Austria on its first PPP tender for the A5 Autobahn.

Thilo then moved on to lead the Transportation team at Siemens Project Ventures GmbH (“SPV”) in Germany from 2005 to 2011. He took a leading role in a number of transportation PPP projects around the world, most notably Colombia’s Bogota Airport PPP, the Intercity Express Programme in the UK, the Sydney Metro PPP, and the Denver FasTrack PPP Project. Thilo also led SPV’s successful bid for the Thameslink Rolling Stock PPP project in the UK.

Thilo holds a Bachelor’s Degree in Business Administration from Business Academy Karlsruhe and an MSc in Finance and Engineering from Technical University Berlin.

Partner, Global Business development Director

Marco joined Meridiam in 2011 and has over 15 years of experience in the construction and infrastructure sector.

Previously he worked at Alpine Bau GmbH, a major Austrian construction company, where he was involved in leading or consultant roles in PPP’s in Austria (A5), Russia (M1 Moscow-Minsk), and Slovakia (D1.3).

As CFO of the Swiss subsidiaries of Alpine he worked on the Gotthard NEAT project and several projects in countries like Bulgaria, Serbia, Croatia, Slovenia, Poland, Rumania and Turkey. As CFO of the Italian branch of the company he was involved in projects in transportation infrastructures (airports, railways, highways) and civil engineering (courthouses, hospitals).

Marco started his career in the construction sector in 1994, working for Italian companies during the “German Reconstruction” in Munich and Leipzig.

He holds a degree in Business Administration.

Emmanuel ROTAT
Partner, Chief Financial Officer

Currently Partner and global CFO at Meridiam, in charge of all corporate, administrative and financial activities of the Meridiam Funds and its management companies.

As one of Meridiam founders, he was involved in the setting up of the firm and initiated the company’s earliest investments in the United States and Europe.

Emmanuel holds an engineering degree from Ecole Centrale de Nantes and an Executive MBA from HEC Paris business school, and began his career at the Centre for Transport Studies at University College London.

Prior to Meridiam, he spent 8 years as project director at Egis Projects, where he managed a number of infrastructure projects from the Tender stage to financial close throughout Europe and the Asia/Pacific region. In particular, he closed the Daejeon Expressway in South Korea in 2001 and subsequently became the CEO of the Concession Company in charge of starting up its activities. he also supported the Business development activities of Egis in Australia in 2004.

Chief Executive Officer, North America

From May 2015 until January 2017, James was Commissioner of NYS Homes and Community Renewal (HCR), the agency that finances the development and preservation of affordable housing statewide. Before that, James headed the Governor’s Office of Storm Recovery (GOSR) where he served as the founding Executive Director, overseeing and creating programs to disburse USD 4.4 billion in disaster recovery funds allocated by the U.S. Department of Housing and Urban Development (HUD).

Prior to being tapped to lead GOSR, James was New York Director of the US President’s Hurricane Sandy Recovery and Rebuilding Task Force and a Senior Advisor to then-HUD Secretary Shaun Donovan. James was previously a Non-Resident Senior Fellow with the Brookings Institution Metropolitan Policy Program.

James’ experience in the private sector includes Partner roles at BC Partners and One Equity Partners, JP Morgan’s private equity fund, where he was one of the founding partners in 2001.

James graduated magna cum laude from Harvard University in 1989 and holds a law degree from Yale University.


Mete joined Meridiam's Istanbul Office in 2013.

Prior to joining Meridiam, he worked at ENKA Construction & Industry Company where he was responsible for material quantity take-off in various infrastructure and residential projects based in Middle East, Africa and Europe.

He holds a Bachelor of Science in Civil Engineering from Bogazici University, Turkey and currently he pursues a Master of Science Degree in Civil Engineering with focus on construction Management from the same university.

Investment Director

Guyve Sardari joined Meridiam in 2015 as a Senior Associate Director in the European Investment Team based in Paris. He is involved on European infrastructure projects in all sectors of interest to Meridiam with a strong focus currently on energy transition projects (district heating, waste, renewable energy, smart grids, interconnectors, electric mobility).

Prior to Meridiam, Guyve was an Executive Director at Goldman Sachs where he worked for 10 years initially in London and then in Hong Kong. Guyve has specialized over the years at Goldman Sachs in the financing of illiquid assets, particularly in the hard asset space (ships, aircrafts, infrastructure projects and oil rigs).

Guyve graduated from Ecole Supérieure des Sciences Economiques et Commerciales (ESSEC).

Senior Investment Director, Director for Balkans

Martin is working as a Director for South-Eastern Europe and leads the Vienna office. He joined Meridiam in 2014 as a CEO of the Austrian A5 motorway project and CFO of the Slovakian R1 motorway, and also engages into Business Development in the wider region.

Before joining Meridiam, he was working for the Austrian Chamber of Commerce in Vienna and Brussels, and was heading the PPP/Concession business in the Austrian developer PORR for more than 10 years. Martin was studying in Austria, France and Spain and holds a Bachelor of law and Master of International Management degree.

He is a passionate mountaineer and serves as volunteer mountain-guide for the Austrian Alpine Federation.

Thibault SIMON
Senior Associate

Thibault joined Meridiam in 2011 as an Analyst in the investment team. He has been working on several bid preparations for major projects in Europe (public buildings, transportation and waterways) as well as on deal origination, notably in Northern Europe.

Prior to that, he worked at Fortis Bank (BNP Paribas group) focusing on small-cap/midcap corporates development in Paris.

Thibault holds a Bachelor’s Degree in Business from the University of Technology of Sydney (2010) and a Specialized Master in Finance from ESCP Europe (2011). He is a graduate from Cesem (Reims Management School).

Jean-Baptiste SIMON

Jean-Baptiste joined Meridiam asset management team in January 2018 following more than five years occupying finance officer roles in Meridiam sponsored project companies based in Slovakia (R1 Expressway PPP project as Deputy CFO) and the United Kingdom (Isle of Wight and NET Phase 2 PFI projects as CFO). In 2018, he actively participated in the €2.2bn commercial debt refinancing of SEA (Sud Europe Atlantique) high speed line concession project. Prior to joining Meridiam projects in 2012, Jean-Baptiste worked as an intern in audit at KPMG and in Private Equity at Eolfi Asset Management (renewable energy sector).

Lindsay joined Meridiam in 2014.

Prior to Joining Meridiam, Lindsay was an Analyst at Firebrick Consulting — where she was responsible for gathering, organizing, and analyzing large sets of data—. In addition she helped manage junior analysts. She also worked on creating algorithms and methodologies based on data and combined them with other qualitative research to make recommendations to clients. Prior to Firebrick Consulting she worked for Instream Partners as an Investment banking research analyst.

Lindsay graduated from Stanford University (USA).

Partner, Chief Operating Officer North America

Thilo joined Meridiam in 2013 as Chief Operating Officer North America.

Before joining Meridiam, Thilo was the head of Bilfinger Project Investments’ Development Team in North America, where he was responsible for business development and pursuits of P3 projects within the North American marketplace. He has extensive experience with availability type P3 projects and has led consortia for projects in several Canadian provinces and U.S. states, totaling a committed finance volume of over $5 billion. Thilo played an active role in securing Bilfinger’s first P3 project in the United States, the East End Crossing Project in Indiana, and was also instrumental in the company’s efforts to enter new sectors.

Prior to coming to North America in early 2007, Thilo worked on transportation and social building P3 projects in Continental Europe and Australia, where his role included project finance structuring, project management and coordination with all stakeholders for the successful tendering and closing of major infrastructure projects. He was involved in several successful projects, such as Royal Women’s Hospital in Australia, M6 Motorway in Hungary and E18 Motorway in Norway.

Thilo holds an engineering degree and a Ph.D. from the Technical University in Brunswick, Germany.

Partner, Corporate Development Director

Julien joined Meridiam in 2011. He serves as a Partner and Corporate Development Director, with current responsibility over the development and deployment of Meridiam Transition, a €485m large low carbon energy transition and Europe-focused investment fund.

At the global level, he is responsible for the operational strategy of the group, in charge of designing and implementing new developments as well as monitor the group’s operational performance. In this capacity, he led the strategic development of Meridiam in Africa and sits at the investment committee of Meridiam Africa Infrastructure Fund.

Prior to joining Meridiam, Julien worked at the French Ministry of Finance’s Agence des Participations de l’État, where he was responsible for managing the French Government’s shareholding in Électricité de France (EDF). Prior to this, Julien was the Deputy Head of the European Affairs Division of the French Treasury. He also worked for Veolia Transport and the infrastructure division of Proparco, the French Development Finance Institution.

He teaches Energy Regulations at Sciences-Po Paris and is a Millenium Fellow of the Atlantic Council. He is also a contributor to several international think tanks or public organizations in the energy transition and infrastructure sectors.

Julien holds a Master’s Degree in Engineering, a Master’s Degree in Environmental and Energy Economics and a Master of Public Affairs from the École des Ponts in Paris.


Stephania joined Meridiam in 2017 as an analyst in the Asset Management team.

Prior to joining Meridiam, Stephania interned at a start-up as an analyst where she put in place monitoring processes. Before that, she was a student researcher for the NASA project, Osiris-ReX, involved with the systems engineering management of the project.

She holds a Master’s degree in Systems Engineering from the University of Arizona and a Specialized Master of International Project Management from ESCP Europe.

Senior Investment Director

Emmanuel joined Meridiam in 2009, and performs a wide range of asset management activities related to Meridiam’s investment portfolio, working in close relationship with the management team of the projects companies.

Emmanuel began his career with Crédit Lyonnais based in Asia working on corporate finance transactions for large multinationals before joining Calyon’s Aircraft Structured Finance department in Paris and then Singapore where he managed a portfolio of aircraft assets. In addition to originating and delivering aircraft-based structured financing for airlines, Emmanuel developed tools for rating assets based on their future residual values and liquidity.

Emmanuel holds a Master’s Degree from the ICN Nancy Graduate School of Business Administration and a Master in International Finance from the University of Bradford.

Associate, Investor Relations

Sabri joined Meridiam in 2013. Sabri as a member of the Investor Relations team is actively involved in various activities with a particular focus on fundraising, co-investments, secondary transactions, funds valuations and performances.

Sabri has also spearheaded the creation and the development of the Meridiam Foundation, whose main objective is to foster and nurture young and talented individuals.

Sabri holds a Master degree in Corporate Finance from Paris Dauphine University.
